Run the following command to solve this issue but one thing that you should remember is that this process can break your system ( Ubuntu or that uses apt) , so use it at your own risk:

You can remove the apt lock file and see if that fixes the issue. Open your terminal and run the following command:

sudo rm /var/lib/apt/lists/lock

If you are still having errors related to  (/var/cache/apt/archives/lock) or (/var/lib/dpkg/lock), then you can remove them with the help of following commands:

sudo rm /var/cache/apt/archives/lock
sudo rm /var/lib/dpkg/lock

Now, fix any broken packages and execute the package reconfiguration with the commands below:

sudo dpkg --configure -a
sudo apt install -f
